The Arctic cruise season runs during the Northern Hemisphere's summer, typically from May to September. This is the time of the midnight sun, when wildlife is most active and the sea ice has receded enough to allow for exploration. June and July are peak months for seeing polar bears on the ice, while later in the season can be better for whale sightings.
The key is layering. You'll need a base layer (merino wool is excellent), a mid-layer (fleece or down), and a waterproof/windproof outer layer. Waterproof pants are essential for Zodiac cruises.
