The cool thing about this street party for the entire family to enjoy is that you don't need special clothing. It's a fun time showcasing Latin pop music. You could definitely follow the Latin Night packing tips, but it's a casual family event, just like a block party back home, except that you don't have to deal with annoying potluck cooking and cleanup to deal with. The Caliente party on Norwegian Bliss takes place poolside on Deck 16, so it's a wide-open space with plenty of room for children to get their dance moves on.
